Conditioner on dry hair? wouldnt that be better?

conditioners and shampoos need to be emulsified before they can get onto the shaft. and without that water and process, youll use the whole bottle trying to get the hair to moist"

can anybody tell me how water plays a major role in making your shampoo and conditioner work??????? why isnt it the same as putting conditioner on dry (not wet) hair than on wet hair?? why is there a difference? i would think that dry hair would suck up the moisture better than wet hair.
