How come arm skin is so hard be tight?

Well I see skinny girls and when they get skinnier they get that flabby arm skin that hasn't gone back..It is the same as me I lost a bit of weight and now I have flabby arm skin...How do you get rid of this, and why is it so common with girls to get flabby arm skin so easily?
